- The candidate fills out the Basic Information Form which he/she may receive from his/her diocesan bishop. The candidate takes the form back the diocesan bishop, who fills out the appropriate page and signs.
- The diocesan bishop presents the form, spelling out his diocese’s leadership needs, the name of the candidate he recommends, and the specific work or post for which training is required, to the appropriate provincial secretary or primate.
- The provincial secretary or primate reviews the Basic Information Form. They endorse the candidate and the training needs by filling out and signing Page 7 and forwarding the completed form to the OLT Program office. If a province is going to submit more than one form, therefore applying for training for more than one candidate, the provincial secretary and primate must review the forms, prioritize the training needs and send to the OLT Program office a list of candidates, in priority order, in addition to the completed form for each candidate. Unprioritized forms will be prioritized by the OLT Program office in the order in which they are received.
- The Basic Information Form, signed by the diocesan bishop and provincial authority, must be received in the OLT Program office by no later than September 30 of the year preceding the planned year of study. A letter giving the provincial priorities must also arrive in the OLT Program office no later than September 30.
- In the case of candidates to the eleven Episcopal seminaries, Basic Information Forms and priorities will be forwarded to the seminaries after November 1. The seminaries will then send applications to those candidates who fit their criteria. By March 1, the seminaries should have been in touch with any candidates they are considering for admission. If a candidate has been accepted by the OLT Program and has not heard from any Episcopal seminary by March 1, the candidate must then assume that he/she has not been admitted to a seminary and will not be receiving a scholarship for the following September. If a candidate wants to be considered for the next school year, he/she must reapply to the program. For those candidates who have been accepted at one of the eleven Episcopal seminaries, airfare and travel arrangements will be made through the OLT Program office.
- In the case of candidates for theological and non-theological studies in the home or a neighboring country ("south-to-south" placements), a budget sheet (Page 8 of the Basic Information Form) must be filled out and included with the form. A candidate must already be accepted by, or be reasonably sure of acceptance by, the school to which he/she is applying.
