MISSOURI: Convention calls for death-penalty moratorium

[Diocese of Missouri] The 168th Convention of the Episcopal Diocese of Missouri, meeting November 16-17 in Rolla, called for a moratorium on the death penalty in the State of Missouri.

The resolution asked the state's governor, state representatives, the president of the United States and the state's congressional delegation "to enact and adopt legislation imposing a moratorium on executions at least until this state and the nation implement policies and procedures which insure that death penalty cases are administered fairly and impartially, in accordance with basic due process." The resolution called for efforts to minimize the risk that innocent persons may be executed and prevent the execution of persons with mental retardation and persons who are under the age of 18 at the time of their offense.

The convention also passed resolutions to:

  • set 2008 minimum clergy compensation standards for the diocese;
  • conduct a comprehensive review of the goals and structure of the diocese's convocation system;
  • affirm Resolution C030 of the 73rd General Convention in 2000, adopt the National Council of Churches Policy Statement on Disabilities, the Body of Christ, and the Wholeness of Society and encourage its study; encourage a renewed awareness of the need for full inclusion of people with disabilities; request every congregation to study the issue of the full inclusion of people with disabilities; and request that diocesan services and committee meetings be held in settings which allow for independent participation by people with disabilities;
  • allow each campus ministry of the diocese with a full-time chaplain, and any other campus ministries of the diocese designated by the bishop and standing committee, to be represented by one lay delegate, selected from among the student communicants of that ministry;
  • change the way the time and location of diocesan conventions are chosen;
  • oppose "Missouri Civil Rights Initiative," a proposal for the November 2008 Missouri ballot which attempts to eliminate affirmative action in public education, public employment, and public contracting in the state; and call on members of the diocese to become informed about the effects of such a proposal and "to cast their ballots in conformity with the Baptismal Covenant, the tenets of our democratic republic and their consciences."
